Dumpsters must be locked at the end of the business day. Lids must be kept closed on all dumpsters when not in use. The Hauler's name or company logo, telephone number, and a unique identification number and the dumpster user's name must be visible on each dumpster. Each dumpster must be of sufficient size and capacity to eliminate overflowing, and allow lids to close. It is the responsibility of the property owner to schedule the emptying frequency of the dumpster to prevent overflowing. Dumpster must have lids, be kept clean, in good repair, free of offensive odors and all other nuisances. They must be cleaned, washed, or sanitized a minimum of two times a year (more often if so ordered by the city). It shall be the responsibility of the property owner or agent being serviced to maintain the dumpster free of odors, scattered debris, and all other nuisances. Dumpsters may not be used for the disposal of grindable garbage, unless the garbage is contained in sealed plastic bags or containers. The emptying of the dumpster may not commence before 7:00 a.m. in residential areas of the city, or those areas containing residential dwellings, or other areas as determined by the Board of Health or it's agents.
