The City offers the Housing Rehabilitation and Code Correction Program (HRCCP) to assist low and moderate income residents in designated inner-city neighborhoods of Haverhill, or any application that requires emergency assistance. Funds can be used by eligible homeowners to make necessary code/energy efficiency improvements to existing residential properties in targeted low and moderate income neighborhoods. To participate in the HRCCP, the homeowner must complete an application and submit all required documentation. Submission of an application does not constitute approval.
