To provide financial and technical assistance to low and moderate income Haverhill residents to make necessary code/energy efficiency improvements to their homes. Provide safe, sanitary living environments in an effort to preserve the existing housing stock within the City’s low and moderate income neighborhoods. Halt the spread of blighting influences and their ‘spill-over effect’ on adjacent properties and neighborhoods. Enable residents to stay invested in their properties and neighborhoods. Encourage private investment and an increased sense of responsibility with regard to property maintenance and neighborhood preservation. Partner with other programs for maximum impact.
